The Order of the Phoenix is an organization which was founded by Albus Dumbledore specifically to oppose and counter the activities of both Voldemort, including his Death Eaters. Members of the order seem to be on the front line in the war against Voldemort as they were suffering a casualty rate of over 50% before the first fall of Voldemort.

The Order's headquarters was Number Twelve, Grimmauld Place in London. This building was the ancestral home of the Black family, which was inherited by Harry Potter after the death of his Godfather, Sirius Black. The building itself appears small and modest on the outside, while being very large and opulent on the inside. The house is also mots likely unplottable and was definitely hidden with a Fidelius Charm, with Albus Dumbledore as its Secret-Keeper. With the death of Dumbledore, the Order discontinued using this as their head quarters. Additionally, anybody who Dumbledore himself had not already told the location to cannot ever enter the place.

The Order had poor relations with the Ministry of Magic after Voldemort returned and rose to power once again. This was solely due to Cornelius Fudge, the Minister of Magic, refusing to believe that Voldemort had returned, even going to far as to force the Daily Prophet to slander both Harry Potter and Albus Dumbledore until most of the wizarding community believed they were liars for saying Voldemort had returned. Although Fudge was replaced by Rufus Scrimgeour as Minister after it was proven that Voldemort did in fact return. Although the Order and Ministry do not appear to be openly working together, it is unlikely that the Ministry is actively working against the Order of the Phoenix like it was during Fudge's tenure.
